Basically it's music speeded up a bit to make it sound slightly like an anime girl. It is an actual genre that many people like (myself included). Though it is rare to find one where the creator drew the picture itself or tried to make an edit of it or any effort (like this one, which I like alot for). Hope it helps you in any way.
