The first step after he 'gathers' the ball (meaning putting his hand underneath or putting two hands on it. In this case, he does both) is the gather stap or the 0-step. From that point on, it's two steps. He gathers just before putting down his right foot, which is not counted. Then he has 1 step with left, 1 step with right where he lifts off to shoot the ball. You can see it more accurately at 1.38. Players have gotten very smart with the timing of the gather to allow them to protect the ball while taking, in effect, 3 steps of which only 2 are counted because of the gather step.
