Thanks for the reaction. The instrument they were playing at times was a shamisen. Interesting trivia, the guitarist Shinji Wajima has been called a "Tsugaru shamisen guitar monster" by the bass player, Ken-ichi Suzuki, referring to one of the styles he uses in playing the guitar that resembles Tsugaru style shamisen playing. Wajima discussed the style with Marty Friedman in a recent appearance on Rock Fujiyama.

(reposting my comment from patreon, modified to be postable (and relevant) on yt) A common technique (in at least one school of shamisen playing) is a very wide vibrato. You can hear some good examples of it here: Shamisen Girls Ki&Ki - Tsugaru Jongara Bushi (one comment on that video: "So you're telling me the Japanese have been shredding for like 400 years?") Any road up, Wajima sometime imitates this wide vibrato on the guitar (which is an interesting trick on a fretted instrument and quite a talent). This is the 2nd tune I've heard where he does that. Regarding Suzuki's bass, he talks about it in one of the commentary videos that was released when the main Heartless Scat video was released: in "Ningen Isu / Heartless Scat official Reaction ①(人間椅子 / 無情のスキャット)" at about 1:05 he mentions that it's a B.C. Rich Eagle bass (in a natural finish). You can google up a picture of the 1984 model and it's a pretty good match for what Suzuki has. Wajimi's video about Heartless Scat is more informative about the song itself "Ningen Isu / Heartless Scat official Reaction 3 (Human chair / heartless Scat)" (these both have English captions available) The melody in the (initial?) verse is quite familiar to me. I used to hear it again and again in a combination Japanese/Chinese restaurant I went to back in the 80s and 90s. Ningen Isu have metaled it up, but it's still quite recognizable. If I find the name of it, I'll come back here and update the comment with it. Digging through the comments on the original yt video, I though this was kinda cute: "This band has riffs that have the potential to destroy entire cities." I also found some explanations for the setting and the story (as alluded to by moto9ma392): "The song title "Shinagawa Shinjuu" refers to the Shinagawa Love Suicides, a series of well-known Rakugo comic stories. Rakugo is a form of one-person comedy story telling, and at around the 6 minute mark in the video, guitarist Wajima is seen doing a Rakugo routine. These guys certainly love their literature references, and this is one of their best songs" "If anyone is wondering why a love suicide story could be a comedy (see my comment below) the actual story is about a prostitute called O-Some, who gets into financial trouble, and decides to end it all. However, suicide for financial reasons is frowned upon, whereas lovers suicides are seen as more honourable. So she picks a dim-witted customer called Kinzo, who works in a bookshop, and persuades him to join her in a pact to jump in the river and drown together.. However, Kinzo, not being very bright, makes a mess of the preparations, which leads to some of the humour. Then when the time comes, he changes his mind, so she shoves him into the river. Before she can follow him, however, a wealthy old customer passes by, takes pity on her, and she goes off with him, leaving poor old Kinzo sat in dirty, muddy water that was too shallow to drown in anyway."

It's so difficult to explain the meaning of this song. First of all, this song is based on a Rakugo program. Rakugo is a Japanese comedy show performed alone(Wajima performs it in the video). the story is about a prostitute who tries to commit suicide with a customer.
