According to the commissioner, If it was a toy gun to be handed over on stage as earlier planned by ninja man and whoever, then the police wouldn't have anything to investigate about a toy gun but the message from ninja man would still have made sense. Fast forwad whoever set ninja man up with a real gun now gives police something, and ninja man later realizes he is in uncharted waters, who would benefit from ninja man's investigation?
