Wait, Jay being more smart than Lloyd? That's not true. I think, Kai is also a little smarter than Jay, but here I am not that sure than him with Lloyd. I think that's because Jay is probably ypur favourite ninja.
kai is an air head lets be honest. Jay is really smart, just has some dumb moments, maybe your thinking BIQ, but he knows how to repair mechs, and is often really good at learning things
