When the brake is on the floor, it's no longer a hand-brake, is it? It's more common in the US to just call it a parking break (or an emergency break). There's either a parking break on the floor, or a parking break in the center console. Also, nobody around here uses it unless it's a manual tranny, and there are almost no manual cars in the US either, so it pretty much never gets used unless your hydraulic breaks happen to go out.
