Probably 25, if the labor market gets worse then the Fed has the ability to cut more in the future. The maximum they can cut is the current rate of 5.25-5.50. They don’t want another blunder like “Inflation is transitory” and cut more than they need to in Sep. I also think the lowest they want interest rates to be is around 3 for a couple of years.
