A look back at classic film noir parodies and spoofs in Saturday morning cartoons, from its origins in the 1940s through to its resurgence in the 1990s.
-----------------------------------------------------------------------------------------------------------------------------------------------------------
Smooth-talking private detective down on his luck and prone to rambling voice over monologues? Check. Beautiful and mysterious Femme Fatale who would just as soon kill you as she would love you? Check. Snap-brim hats, jazz noir and contrasting light, shadow and cigarette smoke? Check, check and check again. This is Film Noir, French for "dark film", referring to both the low-key lightning but also sinister stories and shadowy motifs. Film noir is recognised by its visual style; the movies are usually shot in black and white, or at least feel like they were, and is also characterised by it's blending of light and shadow as well as tilted or heavily angled camera positions.
Most film noir stories take place in gritty, urban environments, and frequently revolve around crime. Stock characters of the genre include a cynical antihero protagonist, often in the role of a private investigator, as well as a femme fatale, an iconic figure in film noir who is often a central character who plays a key role in driving the plot forward. The late film critic Roger Ebert described film noir as "The most American film genre, because no other society could have created a world so full of doom, fate, fear and betrayal, unless it were essentially naive and optimistic."
You're beginning to see how such a genre opens itself up to being spoofed, and in this regard, western animators have had a field day. Today we'll be looking back at film noir parodies, homages and spoofs in Saturday morning cartoons throughout the twentieth century.

More recently, Adventure Time did a spoof in the episode “BMO Noir”, where BMO imagines themself as a private eye while searching for Finn’s missing sock. Even Family Guy (for once) did a damn good parody in “The Fatman Always Rings Twice.” Set in an alternate 1930’s Quahog where Peter plays a hard boiled detective, Mac Bookpro, hired to find the killer of a murdered nun (Meg). The episode even has a different opening credits complete with the theme from “Chinatown”

Sam Spayed is a great pun... but does this mean it's canon that Garfield had his "trouble puffs" snipped?

I would have added Spicy City and Swat Kats. The first because it was supposed to be Noir in the future, while the second had a clear Noir influence, though it didn't go all the way like Fish Police and the Droppy show did.

Hopefully you can help, I'm looking for a specific character, a woman who may have been a private investigator or a detective in a show or animation similar to this, she looked like Debbie thornberry and it was a really old like vintage adult show and she had really baggy pants a white tank top and a huge trenchcoat and like frizzy blonde hair.

Perhaps, that was the idea. Although, I'm pretty sure Miss Vavoom is based on Red Hot Riding Hood.
