Both meanings are possible. Present perfect can show 'recently completed activity' or 'activity continues to now'. Usually the context makes it clear which meaning someone is using. Thanks for subscribing.

+Vasily Sarantsev Action and non action verbs are not a strong rule. I think what you might be hearing is a shortened expression. 'it depends' is sometimes shortened into 'depending' Depending on your study habits, you could learn quickly or slowly. You could learn quickly or slowly. It depends on your study habits.

I think you are talking about using gerunds. That's where we use a verb as a noun. For example I stop drinking. I look forward to eating I keep talking.
