It almost makes perfect in-universe sense though. If you compare the size of Noor's tiny flame to the regular size, it's well over 1000 times as powerful. His swift step also functions as short-range teleportation near light speed. If he's trained all his skills to that extent, it follows that his physical enhancement skill would also be over 1000 times regular power. Let's say that a physical enhancement skill makes the average warrior 3-5x more powerful for a minute or more at a time, and 10x briefly on one attack or parry. Now let's say that Noor can do 2000x that. It would be possible to parry a full on blow, or dragon breath from a dragon at that scale.
