@@uncannydcmarvelous5732 No. In the pre-Crisis he was from Earth 3 but in the post-Crisis he was originally from Earth 2 as shown in Stargirl and at some point (probably after the defeat of the JSA by the ISA) he ran so fast that he ended up on another Earth, the Earth Prime. That's why he was presumed dead on Stargirl's Earth no one else saw him after that fight and as he says in this episode of The Flash the first time he went back in time he was fighting Nazis but that was in ANOTHER life.

If I'm not wrong, people who share the same looks without being twins can exist, hence the word doppelganger. It's simply a VERY rare thing to happen. And yes, because of the Crisis timeline, now he has been integrated into the universe's history, probably belonging to the original super hero generation.
