Actually, since there's traffic lights now, there's no more necessity of a traffic person. But the decided to keep the job, they are traffic police anyway. You even can see that she isn't in the middle of the street anymore.

If littering was punishable by death and such a punishment was quickly administered publicly and promptly after the littering happened, the Bay Area would clean up quickly.
