The original video is a Spanish guy, the video NL was reacting to was an AI translated version. I don't think there's a joke, it's just a combination of a bizarre translation and the weird inflection the AI voice does.

On a scale that ranks celebrities by how unlikely it is that I would ever relate to them Kanye would've been pretty high up there I thought.
