About Vice City:
The City of Vice, commonly known as Vice City or simply Vice, is a city located in the state of Florida, United States. The city is the setting for Grand Theft Auto: Vice City and Grand Theft Auto: Vice City Stories.
It is based on Miami, which was a major cocaine trans-shipment point for South America during the 1980s.
Vice City consists of two major islands and two smaller islands; both major islands are separated by a large body of water named Ocean Bay, which separates Vice City Beach from Vice City Mainland. Each major island is divided into several districts. The population of Vice City is given at around 1.8 million in 1986.
Despite being based on the real-life city of Miami, the city of Miami exists in some form in the 3D Universe, as both Vice City and Miami are listed as travel destinations on the promotional Francis International Airport website in Grand Theft Auto III, and is mentioned by name on travel advertisements in Grand Theft Auto: Vice City.
Vice City is located in a tropical climate. The city is also exposed to hurricanes like Miami or any other city in South Florida; in 1986, Hurricane Hermione was forecast to strike Vice City, which forced the closing of all bridges to and from the mainland. When the storm changed course before it could hit, the bridges were reopened.
In both games, Vice City seems to be in the middle of the summer rainy season, having long, hot, humid days and occasional tropical thunderstorms, much like Miami in summer.

About the game:
Grand Theft Auto: Vice City is a 2002 action-adventure game developed by Rockstar North and published by Rockstar Games. It is the fourth main entry in the Grand Theft Auto series, following 2001's Grand Theft Auto III, and the sixth instalment overall.
Set in 1986 within the fictional Vice City (based on Miami and Miami Beach), the single-player story follows mobster Tommy Vercetti's rise to power after being released from prison and becoming caught up in an ambushed drug deal. While seeking out those responsible, he slowly builds a criminal empire by seizing power from other criminal organisations in the city.
The game is played from a third-person perspective and its world is navigated on foot or by vehicle. The open world design lets the player freely roam Vice City, consisting of two main islands.
The game's plot is based on multiple real-world people and events in Miami such as Cubans, Haitians, and biker gangs, the 1980s crack epidemic, the Mafioso drug lords of Miami, and the dominance of glam metal. The game was also influenced by the films and television of the era, most notably Scarface and Miami Vice.
