Both countries, US and UK, have migration laws that forbid any "tourist" to volunteer while visiting the country, unless they have a "working visa" which must be granted by the embassy in advance, otherwise the volunteer job is considered illegal because it takes the post of a "legal local worker". You shouldn't even do any intellectual job, like advising or assessing, although that's very difficult to inforce. Anyway, if you don't have a specific visa for a certain activity, you can only "be a tourist" and do the things a tourist does, nothing else, not even attend medical treatment, get married, participate in sport competitions, etc.
US federal law states " foreign nationals who do not have green cards CAN help a political campaign via voluntary non-monetary contribution of services. The Act provides that the “volunteer” exemption applies as long as the foreign national performing the service is not compensated by anyone"
