Slow to start Briggs engine? If your valves are adjusted properly, and you don't have hydrolock, it's probably the ACR - automatic compression release on the camshaft. It's a fairly common problem.
To diagnose, remove the spark plug from the engine and try to start. If the engine turns easily, and there is no gush of gas (hydrolock) check the valves. If the valves are adjusted properly (there are charts online of the specs), then it's the ACR.

This job took a total of 4 hours. Almost 2 hours was scraping gaskets from the valve cover and crankcase.
Be sure to wait 24 hours before starting after the reassembly to let the silicone set.

Tools needed:
Battery powered impact wrench
5/8" impact socket for crank pulley
7/16" wrench for starter wire bolt
5/16" socket for choke cable bracket and oil pump bolts
Channel locks for fuel clamp at carburetor and plastic oil plug
Oil catch pan
9/16" impact socket and 6" extension for engine bolts to frame and on crankcase
3/8" socket for valve cover
Feeler gauge for valve adjustment
Gasket scraper (must be softer than aluminum, so brass, plastic, etc.)
Silicone to seal valve cover
