Whatever the historical reasons for the carnival - Ive been living in the vicinity area on an off since 1980s - Back then , when blacks were a minority, the carnival was a place where they could go and experience being the majority . Nowadays , there must be thousands of enclaves up and down the country where they are not in the minority. Most of Notting Hill was very rundown , with slum landlords housing the windrush generations who lived there . They were all moved out for gentrification - accelerated by the movie , Notting Hill. The carnival is their legacy and dear to the hearts of those still living locally - mostly on the other side of Ladbroke grove estates. I say play by the postcode rule and limit attendance for locals - Most attending are not from the area . They dont give a s***t. Let them have their own carnivals in their own areas .
