It's fixed in the newer steam betas. It still works in the official retail versions on most pc platforms and probably playstation because it's ancient.
Since this bug doesn't let you get a 12th mutation from destiny and brain capacity barely does anything in general, it isn't nearly as useful or interesting as the 6HP detachment and 7HP brain capacity bugs or the newer 10 mutation skeleton bug exclusive to steam betas.
