They have all the equipment like a real car company, other than a wind tunnel. Who pays for all that? Budget must in milions of dollars

In our case the facilities are owned by the university. And you as a student have the ability to use those facilities for "educational" purposes.

plus the companies who have necessary raw materials are approached for the role of sponsor. this allows discounted or free items, depends the past performances of the team
