Yes this is right before the crash of Flight 175 into the South Tower. They stopped the planes on the departure VORs out of EWR, LGA and JFK using the Breezy Points, RBV (Robinsville), Lamma and Biggy departures due to the now hijacked Flight 175 being a operational threat to all the departure fixes
That was ZNY Sector 55 controller yelling on what controllers call a “shout/handoff-line” to this sector the New York Departure controller to climb TACA 580 and clear him out of the way of the rapidly and erratically descending United 175
