This is about the police connecting in to PRIVATE security camera systems inside stores, shopping malls, clubs, petrol stations, etc and being able to watch those cameras live feeds at will. The technology also adds in facial recognition to all of those camera systems. So when you go into your city centre you are captured on public cameras many times. Those cameras in London have facial recognition. Police can ID you and follow you around the streets but if you to into a building, say Tesco, police no longer can track you. Tesco have video but police can't access it without a warrant. What NYC is doing would mean police can continue tracking you when you go inside a building by accessing the buildings private surveillance system, no warrant required.
