They don't grow old but they grow. Their mentality also change over the years, as seen where Kokushibo's memories started to fade. Not growing old is not equal to just staying a 13 year old, it just means that their cells & body functions don't degrade / deteriorate. That'd be like saying a God is 0 year old since they're immortal.
