There are a LOT of kites that lets you kite in 10 mph winds. The turning speed, low bar pressure and jump height makes it not suck so much kiting in low wind. Oh and LEI ease of use vs foil kites.
Ed Roberts probably could go either way. Really depends on Foil/board size and skill level! They stay up in the sky really well so comes down to power you need.
