What is the point if they can just make rules and do whatever they want to make it so it no longer limits power? The only way they can change it is with a 2/3 majority vote. Which they don't have because it's not law. It's a "rule."

@@3rdreichball525 Many people mistakenly think that the constitution, and more specifically, our Bill of Rights, cannot be amended. It can, but it requires special provisions and a 2/3rds vote. Scary, but true. Will it ever? Probably not without a civil war.

They would deny them. They will find a way to establish a chain of artificial prerequisites which they are not obligated to provide. They know they are not bound by law until taken to court, and they will enjoy causing as much damage as they can in the interim. The worst punishment a federal agency will ever receive for willful misconduct is being told "stop that thing you're doing, or maybe just do it slightly differently". No, a federal agent is definitely subject to the laws of the state he is in. If his actions were not justified, he can go to prison for murder or manslaughter.

A universal background check is another term for a ban on private sales. The intent is to create a registry of all gun owners.
