They use female prounounce in game, yet masculine title "lord". But in original Japanese version they use gender neutral prounounces and are not titled "lord"/"lady" but simply "nine tailed demon fox" (kyūbi no yōko). So it's safe to say Ninetails is genderless

Ninetails being a clever fox, uses whatever gender suits it best in order to achieve it’s goals.
