Suga goes to the man in the hood with a smirk after jumping the fence he's been behind which says YOUTH. He is in full recognition who this man is. It the part of himself which would hold him to the course of life where his dreams and path are preordained. His youth would be that of a troubled soul rather than a happy young person who may make mistakes but who is content in who he is. He burns up the man and the fence that had to be jumped no longer is there. BTS representing youthful freedom does silly things, stays out at night and goes all out in a rave. But Suga says its ok if you, the other young person struggling trying to live someone else's expectations, actually to some degree do much the same. He conveys through the song and video, things will be ok in the end.
