The great George Washington was the largest producer of whiskey, as he marched Federal troops on the farmers in Western Pennsylvania. The way the tax worked is you bought a tax seal for the same amount of money no matter how many quarts of whiskey you produced. It pushed a lot of these Scottish farmers on down into Kentucky out of Pennsylvania. All to out run tax collection, this was nothing new to them taxes and being a pain for government pushed them from Scotland to Ireland then to the US.
