Well, this has already occurred in my lifetime. When Nixon was elected in '72, his VP, Agnew, had to step down shortly after for "financial irregularities." Ford, the minority whip, was chosen as VP. Then, when Nixon resigned during the Watergate scandal, Ford became President, with the only people having voted for him being one congressional district in Michigan. Ford then appointed Rockefeller to be his VP.
