If I understand you right, then you are trying to prove using statistical method for a particular sample delta is not greater than 2mm, right? if yes, then it comes under the category of one-sample ttest(for sufficiently large sample size). what you can do is take each group separately and use scipy.stats.ttest_1samp() method for checking it's statistical significance, in it set the alternative parameter as 'less'.
