In regard to Chris' question to Tomar at 3:15 Sinistar (1983) was the first game with that 8-bit speech synthesis that Chris is talking about. It was also the first game with stereo sound. Considering this game is set in 1987 and seems to be sort of graphically based on the Atari-2600 (which was intended to have a Sinistar port which never got released) or the Atari-5200, which were released in 1977 and 1982 respectively, I'd say that yes, speech synthesis of that type would have been achievable at the time (had this game been made on a legacy console and not PC).
