This is East Coast USMC base town they get nothing but surplus military gear. I grew up there, when I left in 2015 they had old military mine sweepers and such. Like the officer giving orders has USMC patch on his back and 1st Sgt insignia on the front, might be a Jail 1st sgt.

The individual is in suicide prevention status and had to change into a thick tear-proof suit commonly called a “turtle suit”

Then they wonder why people are more violent after being in prison than before they went in.

What exactly are you expecting them to do here. The prisoner had every opportunity not to get shot with a pepper ball
