Unfortunately every law or government order is "legal" and "constitutional" until it reaches a federal court that overturns it, and it can be appealed no further or the appeal isn't accepted. We regularly adjust the boundaries of rights when they come into conflict (e.g. right to live vs. 2A) and to protect the common good. There is basically no right that is totally unfettered within society (e.g. you can practice any religion within your own head but you can't force it on others even if your religion says you should ). So public health orders are not a "run around your rights". They are just re-asserting where your personal practice of your rights and the rights of the rest of society overlap. So maybe stop being so selfish in your worldview and it will make sense?

How do you know which one is which? Are you going to walk up to a person you don't know and ask them if they can legally own and carry the fire arm? Or will you call the police and ask them to investigate a man with a gun? If it isn't legal to open carry a fire arm, it would be very simple to notify the police immediately, rather than assume someone is exercising their legal right to carry a gun.
