This suit belongs to a new spiderman. Maybe a Eddie Brock spiderman. Eddie gets the symbiote however learns that its controling him so he tears it off. He then goes to Normans tower and purposely gets bitten by a spider and joins the spidermen. He uses doc oc tech and the help of both Peter and Miles to make a tech suit. However he thought that he wasn't unique from Miles and Peter enough to actually make a big enough difference. So he disobeys the spidermen and kills electro and steals his vest and rips out its core and puts it in his suit. He adds some things like the cape and becomes the Uranium Spiderman. His powers being what you said basically. He can also maybe use his cape as a weapon at times.
