Oh boy that’s a loaded question! Arena is actually a solid place to learn the mechanics and the concepts including “the stack”. “Budget” is super dependent. In this game everyone besides the mana crypt deck was playing about 2-300. I have 6-8 decks that are under $100 that are a hoot. Play some arena and go buy a precon and then as you learn make small tweaks!
