Loose hoods aren't good in women, and they're not good in welding. You should be able to have your hood stay in position while moving. Unless, of course, you're like 5% of welders who are blessed to weld in a single position while standing. Lol. As for the 90% of us who move, we keep that shit snug, flick your neck/ head/ hood when ready, and get to staring at the blue dot to start melting metal. Or for the 5% of us in really stupid positions (KINDA LIKE THE ONES WE PUT YOUR MOMMA IN)....We go in with hands on position, hood down, and become one with the weld. IE, you see the arc, adjust if you need to, and get to staring at that blue dot while melting metal. Sooooo ya, YO MOMMA HAS A LOOSE HOOD.

Or you can place your rod on the pipe about 1/4” from the end of the rod. Keep tension on the welding rod touching the pipe. Put your hood down however you prefer and simply slide your welding rod off the pipe really slow until the end of the rod ignites at the desired starting point. You’ll never get arc marks on the pipe or any material you are welding. With practice your welding will look sharper then ever. This little trick saves you lots of bs from the QC.
