I wonder if that controller failure is due to bad planning, i.e. "programming", of the logic or due to old age and failing components. I would go with the former, since the logic error is fairly consistent. Nice elevator nonetheless, and that error certainly is unusual.
This was due to bad assembly, most probably. The relays seem to have been wired incorrectly, or most probably, it was an attempt to add multi-call memory to an elevator that originally supported only single calls (one call at a time).

Ah, now I know. It's just like Wärtsilä Turun tehdas (Turku's factory), which produced engines with SEMT- Pielstick's and Sulzer's licenses (Wärtsilä-Pielstick and Wärtsilä-Sulzer licenses). Did you know that? ;)
