Kuma is truly best character in OP at manga point right now

Vegapunk was the one that did the modifications to Kuma in the first place, according to Kuma in Thriller Bark. The way that Kuma speaks of it, he simply tells of Vegapunk's brilliance rather than holding a grudge against the man. It could be that in the time they were doing this procedure over however long it took they developed either a friendship or at least mutual respect to the point that Vegapunk would grant Kuma his "dying wish". With so many Pacifistas already it doesn't seem like the WG needs Kuma for anything since he's pretty much just a Pacifista with a Devil Fruit Power that seems to require a lot of creativity to use properly. The Ursus Shock at Marineford is a nice bonus but can he do the other stuff without his mind? And without his mind it seems kind of pointless to send him to Impel Down or some other prison since he just follows orders anyway now. During that time, the WG knew exactly where Kuma was and probably got Vegapunk to spill the beans about the final programming request. I have a feeling that whoever has Sengoku's old job has more important things to worry about than the ship of pirates that nobody's seen in months or years, with the vacuum of Whitebeard's territory being filled by upstart pirates or even the Emporers making power plays amongst themselves over it. Add that to Whitebeard's final words sparking another Roger's death-type of event with many new pirate crews being formed. They built the new Navy HQ in the New World after all, so Saobody isn't really a top priority anymore it seems.

I always imagine that Rayleigh scene, with Zoro. Zoro at his old age, reminiscing about his oldest friend, talking to the new generation about "the freeest man in the sea".

Why are you so sure Robin even knows anything about Kuma's situation? Even Ivankov had absolutely no clue what was going on with him and he's one of the top commanders and Kuma's close friend, so it doesn't seem like the Revolutionary army is fully aware of what's actually going on with him. Robin definitely wouldn't have learned much.

Yeah its heavily implied Roger passed the hat to Shanks who then passed it to Luffy but its never been confirmed and its best not to jump to conclusions with One Piece, also note the similarity of Rayleigh and Roger meeting to Zoro and Luffy, a guy in a straw hat shows up and decides your gonna join his crew
