I can’t check my engine at the moment, it’s 900 miles away, but from my video it looks as if the idle jet should be drilled through the centre.

That does sound like a blockade carb jet or even complete fuel blockage. For the idle jet, try 2 turns to begin with, but it will vary from motor to motor and dependent too on how much wear you have. I like to warm up the engine then close the choke and gradually adjust the idle until I get smooth running but not too fast.

The overflow pipes just drain through a hole in the bottom of the plastic engine casing

Yes, a blocked jet can make starting very difficult. Even if you can see that fuel is reaching the carburettor, a blocked jet will result in an incorrect fuel to air mixture and that's very important for starting.
