What this accomplishes, as far as I can tell, is to put the paddlers in the position to focus on high-speed, high-effort technique for longer periods of time without worrying about the endurance and strength required to maintain higher speed. The paddler can also develop the muscle memory and psychological conditioning to the higher speed the motor offers, so that when the motor is removed, the higher speed is both more physiologically and psychologically attainable.
