What Dr. Rabie had to say makes perfect sense, the local people know what they want and should not suffer delays caused by authority's that know very little of the local conditions and needs. This excessive centralization of authority is hindering development and service delivery and it is true that regulations / laws do not apply to every situation equally. Each situation needs to be looked at on its own merits and the people of that area know what they want and need better than any person making decisions 1000 km away. This over centralization is so detrimental for development or remedial action to be taken promptly.
