If the LEARNS Act allows parents to redistribute tax money to private schools, will Union Christian Academy in Fort Smith still be able to expel any student who comes out as gay? Because they do currently.

The legislature seems to be intentionally carving out discrimination exceptions for private entities that receive public funds (like private schools accepting vouchers) and private entities that receive public accreditation (like faith-based child welfare groups). It's strategic on the part of the supermajority. Essentially they want only specific groups to be able to discriminate.
