Good info. What is the reason to apply glue & white cement firstly? If glue and cement using for smooth surface why it cannot be smooth by applying wall putty? How many coats has to be apply on wall and celling minimum? How to calculate the paint, wall putty and glue/ cement quantities?
In fact no need of white cement and glue, it's just a scam of painters, cause filling putti is enough but bit a time taking job. By applying white cement painter try to avoid hard work. That's it.

Why didn't you apply primer first and then the putty? Is it okay not to use primer on newly built grey structure. My house has been plastered and I have given a span of about an year for plaster to completely dry. So should I apply primer first or should commence with putty? Which putty is being used, oil based or water based?
