Late, but I think it’s meant to discourage jackhammer strafing with this character, since he’s a sniper engineer. I have no clue what they were thinking when putting it on Rock Pea.
i myself main painter, hes really good. just keep in mind that your projectile is effected by your movement, so trying to attack while on jackhammer is not usually a good idea.
Reason for your painter aim being of, apparently painter's and another plant i cant remembers, projectile seems to lag behind painter when he moves while shooting do you need to lead your shots a bit more then other snipers to hit shots

Because they’re losers who want to make the game unplayable / unfun for everyone, so will sometimes just crash the server for no reason or if they’re losing
