THIS VIDEO IS A RECONSTRUCTION OF THE FOLLOWING SITUATION IN FLIGHT:
13-JUN-2021. An American Airlines Airbus A319 (A319), registration N700UW, performing flight AAL2159 / AA2159 from Boston Logan International Airport, MA (USA) to Washington Reagan National Airport, DC (USA), after departure declared PAN-PAN, reported about issue with flaps and requested return back to Boston Logan Airport.

AAL2159: American 2159, out of 1000 for 5000.
DEPARTURE: American 2159, Boston Departure, radar contact, climb and maintain 14000.
AAL2159: Climb to 14000, American 2159.
AAL2159: American 2159, we have an issue with one of our flaps, we need to level off at 5000, if you can allow it.
DEPARTURE: American 2159, Boston Departure, roger, amend the altitude, maintain 5000 and when able say intentions.
AAL2159: Alright, maintain 5000, we’ll get right back to you, American 2159.
AAL2159: Boston, American 2159.
DEPARTURE: American 2159, Boston Approach.
AAL2159: We’re gonna have to return to Boston, looking for the long runway, 22L. We have a flaps locked issue right now. And, so we’ll officially say PAN-PAN PAN-PAN PAN-PAN, and again I’d like to return. And let me know what you need from us.
DEPARTURE: American 2159, no problem, sir. Turn left heading 030, cleared to Boston Airport via radar vectors, maintain 5000.
AAL2159: Alright, 030, left turn heading, maintain 5000, American 2159. We do have some checklists to run and we’ll get back to you when we’re ready for the downwind.
DEPARTURE: American 2159, roger, and when able I have to get some information from you, souls on board and fuel.
AAL2159: Okay, sounds good, right now souls on board 102 and I’ll get right back to you on the fuel.
DEPARTURE: American 2159, will you require any further assistance?
AAL2159: As of right now, negative.
DEPARTURE: Roger, thanks.
AAL2159: Thank you.
DEPARTURE: American 2159, turn left heading 010.
AAL2159: Alright, left heading 010, American 2159.
DEPARTURE: American 2159, and contact Approach on 118.25 and just when you get the chance let them know your fuel.
AAL2159: Okay, 18.25, American 2159, thank you.
AAL2159: Boston, American 2159, 5000 on a 010 heading and we have about 2.5 hours of fuel, 2.5 fuel remaining.
APPROACH: American 2159, appreciate that, you can continue… Actually fly heading 360, speed is your discretion. And when you guys are all set and ready to come back inbound, just let me know. And then how many pounds of fuel do you have? Sorry.
AAL2159: That’s okay, we have 11400 pounds of fuel.
APPROACH: Appreciate that, American 2159.
AAL2159: You’re welcome, thank you, and 360 heading.

HOW I DO VIDEOS:
1) I monitor media, airspace, looking for any non-standard, emergency and interesting situation.
2) I find communications of ATC unit for the period of time I need.
3) I take only phrases between air traffic controller and selected flight.
4) I find a flight path of selected aircraft.
5) I make an animation (early couple of videos don’t have animation) of flight path and aircraft, where the aircraft goes on his route.
6) When I edit video I put phrases of communications to specific points in video (in tandem with animation).
7) Together with my comments (voice and text) I edit and make a reconstruction of emergency, non-standard and interesting situation in flight.

Thanks for preparing and sharing. This is one of the best example for a professional communication during a PANPAN situation I heared so far. OK, from the bad ones you can also learn ;-).

Not sure about every technicality myself, but the ATCs were super smooth here. A calm voice probably helps- they were great imo.

They are changing it in the US to PAN PAN vs "I'm declaring an emergency" for a lot of pilots they've never used it or had to say it before.

Once again ATC and the crew did an excellent job. Flaps and gear I always prefer them to be stuck down most certainly not up.

Have you posted the Delta Flt892 June 5th emergency flight that was to go from JFK to Anchorage but had to land in Buffalo New York due to an emergency and stay the night. I was on that flight and would be interested to hear what transpired.

Airport was correct about the response. The CFR guys get paid the same, and shaving 5-7 minutes off their response time, if there is an incident, is invaluable. Plus the runway needed to get checked after, anyway.

Anyone know how slow he would need to fly and I am sure he re extended the flaps that still moved..right?

It was on departure, so he was trying to retract his flaps. Since you can’t continue on a flight like that, now to land his approach speed will be fast without a normal landing flaps setting. The hazard to this is the longer amount of runway required. His speed depends on his weight and position at which the flaps were stuck. But it is in the ballpark of 155kts on approach.

the speed he could fly all depends on how much of his flaps were still sticking out. Assuming it was 10-15 degrees which is normal flap for takeoff. I would suggest between 170-195 or 200kts for his speed in cruise. All depends how much flaps were stuck out though.

I would not attempt to extend the flaps after originally trying to retract them. The last thing you want is a split flap condition. Just run the check list and make a partial flap landing. That’s why they requested the longest runway.

One thing that comes up frequently in these videos, is upon declaring an emergency, the controllers always ask for souls on board and fuel remaining, but ATC rarely specifies "fuel remaining in pounds." Often, the pilots respond with the hours of fuel remaining, leading to ATC asking instead for fuel in pounds. Leads to an unnecessary extra communication during a time when the pilots are running checklists, talking to company, etc. Why doesn't ATC always ask for fuel in pounds up front? And why is it not SOP for pilots to automatically respond with fuel weight when asked?

There are many other situation where crew responds with weight and then gets asked for fuel in minutes. Agree some standardization would help.

When flaps are locked, your approach speed is significantly higher hence your stopping distance. Since you're approaching with a higher speed and you need a longer distance to stop, crosswind is definitely not the first priority.

It wasn’t a situation that required it. Mayday is a distress situation. They were in an urgent situation which is why they chose to say pan pan.

They used PAN Pan here because saying PAN PAN says that there is an urgent problem exists but is not a serious emergency that risks any lives, whereas MAYDAY calls are extreme emergencies where lives are at stake and both PAN PAN and Mayday get priority at the airport. PAN PAN is just a less serious emergency.
