Wow... that's must be prety bitter. In indonesia, we first boil male papaya flower with guava leaves to remove the bitterness. Some even boil it with cooking clay soil.

Papaya flower is much bitter than a bitter gourd. Therefore cooking with a meat I don't think it will be a better meal because the mixture will have a bitter taste. So go for the formented fish with red chillies, ginger, garlic and onion. Paste the ingredients and deep fry the flower with the formented fish. 😋😋😋hmm yummy go for it.
