question no 80 is upsc copy paste question....and upsc in its official answer key didn't take political accountability as option....as people them selves participates in process of development through gram Sabha....political accountability is more to do with representative democracy....while panchayati raj is example of direct democracy

Who rules in panchayati raj system? people themselves or their representative who are the ward members and Sarpanch? you may say Gram sabha but actual decisions are taken by Sarpanch with ward members... so the representative democracy is evident in Panchayati Raj, too; what UPSC has given is not universal truth, my students should always be critical of official answers ...do not follow them blindly

in question 48 what I have read is doctrine of pleasure is applicable to governor and ministers......prime minister do not come under doctrine of pleasure constitutionally....President unlike governor only enjoys situational discretion not constitutional discretion....hence when no party gets majority president have situational discretion to appoint PM and ask to prove majority on floor.

Prime minister is nothing but a minister, he even takes oath same as other ministers take... you have raised a point which is debatable but prime minister like any other Union Minister and has tenure during the pleasure of president because like any minister he also does not have a fixed tenure
