I partially agree with your statement, but I think the more significant takeaway from this attack is that the IDF is directly targeting aid convoys in an effort further exacerbate famine, the fact is now most of organizations providing aid are now beginning to pull out of Gaza due to the actions of the IDF. This was a surgical attack on an aid convoy which was likely approved at a relatively high level within the IDF therefore the excuse that this was collateral damage doesn't stand to reason.
