It’s actually D7 to Gmin7. Off the top the lick uses an F# (the 3rd of the D7) which acts as the leading tone to Gmin.

I hope that didn’t sound pretentious...It just happens to be one of my fav P-Funk tunes. I travelled to Spain w those guys in the early 2000s (playing sax) and that was one of the tunes I charted out on the plane.
