Two issues probably 'triggered' Mashaba - Tim Truluck's push-back against Mashaba's prepaid electricity increase, and the fact that Mashaba was getting push-back from the DA's leadership because I started complaining to them directly about the huge bogus water bills many residents in DA wards in Johannesburg have got from the lawless CCoJ. Truluck challenged Mashaba for not following procedure, in trying unilaterally to impose the new levy. Mashaba played the race card, accusing TT of working only to protect white privilege. Both were subject to a DA disciplinary enquiry. Tim Truluck's big sin? Very possibly - Sitting down and exposing the huge % pre-paid power increase in Johannesburg in a spread-sheet as Afriforum was whooping the capital's azz over the same issue in the Gauteng High Court. It is hard to imagine a more transformative, pro-poor action than what Tim did. A Discovery resident receives a R32 000 water bill. The City of Johannesburg's officials tell her "You must have a leak!" "You must make an arrangement!" "You must pay for a water meter test!" She has a borehole, and about 2m of the water mains is underground. There is no leak. Her DA Councillor watches, but does nothing. The Kent water meter was made in 1990. It was sold to the municipality with a 1 year guarantee, and a life expectancy of 10 years. In other words, it should have been thrown away in 2000, but the Crooked City of Johannesburg abandoned its best-practice water meter replacement schedule more or less contemporaneously with enacting a punitive sliding scale for water consumption. How is this consistent with S 95(1) of the Municipal Systems Act of 2000, which requires that a local authority take reasonable steps to ensure that it provides accurate and verifiable meters where it relies upon metering to charge consumers for services? In the course of a long drawn out dispute over fantastical billing for water my 82 year old dad did not consume and the City's officials' disgracefuI maladministrative response to my complaints about it I discovered facts that neither YOUR MAYOR nor the Public Protector nor the Acting Ombudsman for the Crooked City of Johannesburg ever brought to light. Those FACTS go a long way to showing that the City of Johannesburg is engaged in massive water billing FRAUD with thousands of victims. It did not cost the residents of Johannesburg R243 MILLION either. 0 During Ombudsman 'conciliations' it was admitted to me by Johannesburg Water that the City has abandoned its best practice water meter replacement schedules of 8-10 years more or less contemporaneously with the enactment of a punitive sliding scale for water consumption. 0 The agents in England confirmed to me that the Kent meters are sold with a 1 year warranty and a 10 year life expectancy. 0 The City cannot possibly contend it took the reasonable steps required in S95(1) of the Municipal Systems Act to provide us with an accurate and verifiable water meter when their water meter was supposed to be thrown away in 2001. 0 In addition, I complained to the NRCS that I thought the persons conducting Johannesburg's water meter tests were not qualified nor accredited and as a result the City's water flow laboratory was only accredited with the NRCS with effect from April 2019. This is a human rights abuse on a scale which dwarfs that of Life Esidimeni. All the same mistakes are being repeated. Dealing reasonably with improbable huge water billing from ancient water meters is very easy. In my father's case there is 'average' monthly water consumption billing at that address going back to 1980 that he could have been billed on. The DA Council is engaged in covering up the Joburg Water Billing Scam. Some of the councillors do walk back huge water bills based on old water meters when confronted by residents (because of my posts on the Facebook Groups). (Miraculously, when I advise residents complaining about huge water bills to post a good detailed photo of their water meter on that Facebook Group the complaint goes away.) But, that very much depends on the quality of the councillor approached. If the councillor is lazy the huge inflated water bill is left to the City's officials. The councillor who came to the rescue of the Glenvista septuagenarian who got the R500 000 water bill was from a different DA ward. She was implored to intervene on humanitarian grounds. There has been no public MAYORAL condemnation of the Fraud perpetrated by the City's officials who claim "it is policy" that residents have the reverse onus of proving an 'actual reading' is incorrect and so thumb their noses at the Courts. There has been no audit of the Acknowledgments of Debt signed at the civic centres to see how many tie up with old meters and older persons. There has been no public warning about the 30-year old water meters that appear to be going haywire that Nico De Jager says council cannot afford to replace. The actions of the Council of Johannesburg are aimed at avoiding anything that could be seen as an admission of civil liability. Council has no qualms about taking advantage of the collapse of effective policing by the SAPS and the NPA and the non-enforcement of Fraud and violations of the Older Persons Act that provides them that space.
