Section 7 (Delimitation of assembly area)
1) The Government may, by notification, declare the constitution of any village or part of a village or group of villages consisting of one or more assembly areas with a population of not less than 500;
2) The population shall be ascertained on the basis of the last preceding ten year census, the relevant figures of which have been published.
3) The Government may, by notification, include or exclude any area from the assembly area.
Section 8 (Establishment and constitution of Gram Panchayat)
1) The Government may, by notification, establish a Gram Panchayat by any name in each assembly area.
2) Every Gram Panchayat shall consist of-
Section 9 (Reservation of seats in Gram Panchayats)
1) Seats shall be reserved in every Gram Panchayat for the Scheduled Castes and the number of seats so reserved shall be in the same proportion to the total number of seats to be filled by election in that Panchayat as the Panchayat of the total population in that area. The area has a population of Scheduled Castes and such seats may be allotted to such wards having maximum population of persons belonging to Scheduled Castes.
(2) Not less than one third of the total number of seats reserved under sub-section (1) shall be reserved for women belonging to the Scheduled Castes and such seats shall be allotted to the various wards reserved under sub-section (1) by rotation and by lot. can be allotted.
3) Not less than one-third (including the number of seats reserved for women belonging to the Scheduled Castes) of the total number of seats to be filled by direct election in each Gram Panchayat shall be reserved for women and shall be deemed to be in sub-sections (1) and (2 Such places can be allotted by rotation and Jat in different wards in a Panchayat except those under

6) Every Gram Panchayat shall have a Panch belonging to the Backward Classes if their population is two per cent or more of the total population of the assembly area and such seats shall be allotted to such ward having the maximum population of persons belonging to the Backward Classes.
Section 10 (Term of Office)
Term of office Unless otherwise removed, the term of the Sarpanch shall be 5 years.
Section 11 (Gram Sabha meeting and quorum)
1) Every Gram Sabha shall hold four general meetings in every year at such date, time and place as may be fixed by the concerned Block Development and Panchayat Officer.
(2) In the event of the Sarpanch failing to convene two consecutive general meetings on the dates fixed under sub-section (1), his holding of office shall automatically cease to be the date on which the second meeting was to be called. The Block Development and Panchayat Officer shall forthwith inform the Director of such termination, who shall accordingly notify this fact to the Zilla Parishad, Panchayat Samiti, Gram Panchayat and Sarpanch.
3) The Director may, within a period of thirty days from the date of the notification of his termination as Sarpanch, reinstate the Sarpanch on giving sufficient cause for the default by him.
Section 12 (Powers and Functions of Gram Sabha)
i) It will consider the budget and future development programs and plans prepared by the Gram Panchayat for the assembly area in its Sawhney session;
ii) it shall consider the actual income and expenditure of the Panchayat concerned for the previous financial year;
